Questions buyers actually ask.

AI adoption measures whether people use AI, logins, sessions, surveys. AI transformation measures whether the workflow output changed, revenue, margin, cycle-time. A team can have 100% adoption and zero transformation. The scorecard separates the two so the buyer doesn't confuse activity for outcome.

Low-signal AI activity produces no measurable workflow delta: engineers using Copilot but shipping at the same rate, analysts using ChatGPT but producing the same output, surveys reporting 'AI helps' without revenue or margin movement. The scorecard's Outcome-based KPIs dimension flags it directly.

Surveys measure perception ('AI helped me'). Outcome KPIs measure delivery (cycle-time fell from 11 days to 6 days; deflection rose from 22% to 48%; cost-per-ticket fell measurably). Surveys lift even when nothing changed. Outcome KPIs only move when the work changed. The board reads outcomes.
